Critical Infrastructure Program - September update

Site Investigations continue: 

Technical experts are progressing with key Site Investigations activities over September and October 2024, in both the North and South Zone, status as follows: 

  • Hydrographic survey of the lagoon is complete, data and survey report in progress.
  • Acoustic Doppler Current Profiler (ADCP) Measurements have been delayed due to unforeseen weather events, with the requirement of 4-days of calm seas to safely deploy the monitoring equipment. It is intended to deploy the ADCP’s in October.
  • Contamination assessment at the Waste Management Facility by SMEC Engineers and LHIB with a preliminary Contamination Site Walk held on 5 September 2024. SMEC have completed the Sampling, Analysis and Quality Plan Report (SAQP). 

The Program requires integrated delivery of five major, interdependent infrastructure projects defined as:

  • Project A - Master Planning & Authority Approvals
  • Project B - Waste Management Facility
  • Project C - Marine Infrastructure
  • Project D - Replacement Vessel & Operations
  • Project E - Biosecurity Infrastructure
Critical Infrastructure Program projects

Projects Progress includes:

  • Master Planning & Authority Approvals - preliminary master planning options are in progress by the project design team to present to community. Approvals meetings are in progress with the Department of Planning, Housing and Infrastructure (DPHI) in readiness to prepare the Scoping Report for the Critical State Significant Infrastructure (CSSI).
  • Waste Management Facility - preliminary concept design options and functional briefs are in progress by the Project Architect and Engineers and understanding of contaminated ground conditions for continued clean-up.
  • Marine Infrastructure – engineering analysis and required studies are in progress by the Engineers.
  • Replacement Vessel & Operations – Marine Vessel and Operator Expression of Interest (EOI) closed on 23 August 2024. EOI evaluation assessment of the interested parties’ submissions is complete with a recommended short-list of who should be progressed to the Request for Tender (RFT) stages.
  • Biosecurity Infrastructure - finalisation of Biosecurity Functional / Services Brief and workshop session to progress design scope.

Next steps the Program will focus on are:

  • Site Investigations progress to North and South Zone with reporting finalisation for the Hydrographic survey and deployment of the ADCP.
  • Marine Vessel and Operator shortlist of tenderers to be approved by DCCEEW and LHIB in readiness for invitation to participate in RFT process. 
  • Test pits of ground material to commence at the Waste Management Facility to understand the potential for unsuitable material and remediation requirements in the preparation of a Remediation Action Plan for the facility.
  • Community and stakeholder consultation on the site investigations outcomes and master planning concept options, with a public display on 3 and 4 December 2024.
