The Critical Infrastructure Program is a commitment from NSW government to deliver important infrastructure upgrades for Lord Howe Island, established by the department with NPWS leading a co design process in collaboration with the Lord Howe Island Board and community, comprising five interdependent projects to form the Program.

Critical Infrastructure Program


The Main Infrastructure Works package is delivering on three of the key projects of the Program:
 

  1. New Waste Management Facility

  2. New Vessel Access Infrastructure

  3. New Biosecurity Infrastructure
     

Main Infrastructure Works component of the Program

The Project provides a unique and once-in-a-lifetime opportunity to support the continued sustainability of the Island’s resident population and tourism economy via a suitably qualified Contractor to design and construct the:

  • New Marine Infrastructure, North Zone – comprising a new fixed piled vessel access ramp and existing jetty upgrades, as required.
  • Land-based Infrastructure, North Zone – comprising a new unstuffing and biosecurity building, existing cargo laydown area upgrades, existing Oceanview boatshed adaptive reuse and landscaping and utilities.
  • Land-based Infrastructure, South Zone – comprising a new Waste Management Facility and new biosecurity detection dog kennels.

Main Infrastructure Works scope above is to be procured through a single integrated works package and a single Request for Tender (RFT) process. NSW National Parks & Wildlife Service has partnered with NSW Public Works to project manage the contract administration and construction delivery of the Main Infrastructure Works on Lord Howe Island.

A two staged RFT process is now complete with the tender close date of 14 November 2025. 

A tender evaluation process will commence being managed by NSW Public Works, to appoint a Principal Construction Contractor by January 2026.
